Essential for operations like equipment maintenance, new line commissioning, or dual-source grid connection in high/low voltage lines and substations, it measures and compares the phase angle (phase difference) and phase sequence. This ensures both sides are in strict phase synchronization (near 0°difference) before connection, preventing dangerous short-circuit currents, protecting personnel, equipment, and the grid from accidents. Simply put, it verifies if "the electrical steps on both sides are aligned".
