Electric power Safety Management and Culture Forum was held in “Energy Valley”, Changping Future Science City, Beijing. The theme of the forum is “electric power safety governance in the New Era”. Combined with the actual work of electric power safety, the forum will discuss how to build a scientific and effective electric power safety governance system with standardized management, responsibility implementation and harmonious compliance.
National Energy Administration Party members, deputy director Yu Bing introduced at the meeting, since the 18th National Congress of the Communist Party of China, China’s power safety governance has achieved remarkable results, governance concepts are increasingly mature, safety technology is booming, safety management level is steadily improving, safety culture prosperity and development, safety responsibility layer upon layer compaction, emergency capacity significantly improved. The situation of electric power safety production continues to be stable, providing safe and reliable electric power guarantee for the high-quality development of economic society.
While power safety governance has achieved results, power safety risks are more complex and diverse. Yu Bing pointed out that the operation and control of the power system has become increasingly difficult. The current power system grid structure, operation mode, equipment and facilities have changed, and the UHV AC and DC power grid allocates power resources in a large scale and on a large scale. The power grid structure has become increasingly complex, and the difficulty of maintaining the safe operation of the large power grid has greatly increased.
How to do power safety work well in the new era? Yu Bing said the power industry should adhere to the overall national security concept; We will guard against and defuse major security risks. Adhere to the system concept to achieve safe carbon reduction; Adhere to the rule of law thinking, strengthen law and order. He also suggested coordinating development and safety, planning and operation, power supply and power grid, reality and virtuality, normality and emergency response, and epidemic prevention and control with work safety.
“Protecting electricity at the party’s 20th National Congress is the primary political task of power safety work this year.” Yu bing required all units to prepare in advance and plan carefully to ensure the safe and stable operation of the power system and reliable supply of electricity, keep tight power security and supply, do a good job in forecasting and balancing power supply and demand, give full play to the role of the large power grid, and strictly review and implement orderly power consumption plans.
“At the same time, it is necessary to strengthen the monitoring, analysis and coordination of thermal coal inventory, and strictly prevent power supply and quality problems from obstructing; Strict dispatching discipline, strengthen unit operation and maintenance and non-shutdown management, reduce unplanned shutdown, strictly prohibit unauthorized shutdown; We will strengthen power grid security risk control and implement security control measures for important transmission channels to ensure the safety of large power grids.” Yu Bing emphasized.
